automated process for adding Secured Clusters using ACM

2. What is the nature and description of the request?

The customer desires a declarative / automatic deployment method for adding new Secured Clusters.  Ultimately, the customer is attempting to get away from the manual steps of applying the init bundle as they plan on eventually having hundreds of secured clusters.   Their preferred installation method is Helm as they have this integrated with their Argo CD workflow. 
 

3. Why does the customer need this? (List the business requirements here)

The customer needs this as they plan to eventually have several hundred secured clusters.   In addition, some clusters will be spun up very quickly and will need the Secured Cluster Service deployed on them asap, so they prefer to automate this process.
