Add s3 client in ODF in disconnect environment 

2. What is the nature and description of the request?

Customer wants to set bucket lifecycle policy in disconnected cluster without using noobaa binary.

When using a Redhat URL to host s3 client, noobaa binary can be pulled easily. But same thing cannot happen while using ODF. 

We need a way to add s3 in ODF in disconnected environment.
