Support LLC-aware CPU pinning in cpumanager

Enhance cpumanager so it takes into account Last-Level-Cache when picking CPUs for exclusive assignment. xref u/s KEP 2621: https://github.com/kubernetes/enhancements/issues/2621

3. Why does the customer need this? (List the business requirements here)

Benchmark run in the community report ~20% performance gain with LLC alignment. Being opt-in and best-effort, this new selection algorithm is very low risk.
