Offer administrative / system / health notifications to external communication tools
Today ACS only offers notifications to integrations like Slack, Email, Webhook, etc, in the case of policy violations. Email integrations can be used for VM reporting. ACS should offer a means of sending administrative alerts from the product to a destination such as email.

Administrative alerts could include:

System health problems like broken integrations, inability to download vuln data packages
Cluster issues (Sensor hasn't connected in X hours, collectors not running)
Backup failures
Others TBD

3. Customers expect to track failure states in systems other than the ACS UI. Currently the UI and API are the only indicator of a failure state
