RHACS: Hide UI elements when user does not have permission to view them

      USER PROBLEM

      When using permissions to deny the user access to various items of functionality in ACS the menu items still appear in the UI. Clicking on the menu item results in some different behaviors, the most common one is a message about permission being denied. Others like Integrations kick the user out completely and attempt to force them to log in again.

      Additionally some screens like System Health have various tiles which show "Unknown" or "Request failed for XXXX Integrations" depending on what permissions were disabled.

      Ideally these UI elements should just be hidden in cases where the user doesn't have permissions to access to them. This would be identical to the way the OpenShift console behaves and I believe is the UX a customer would be expecting.

      CONDITIONS

      This happens when you create new permission sets and deny access to various items of functionality in ACS.
