      USER PROBLEM
      What is the user experiencing as a result of the bug? Include steps to reproduce.

      • For some configuration changes, only a restart of Central allows for new configuration to be used
      • For some cached values like SSO IdP metadata, only a restart of Central forces this data to be refreshed
      • In ACS Cloud Service, customers have no ability to restart Central
