1. Existing policy criteria "Replicas" should offer some additional matching rules
2. The current ACS policy criteria "Replicas" allows an admin to match numeric tests (greater than, equal, less than) a specific number. Customer looking to match criteria that "Replica count is specified as an odd number"
3. Odd numbers for replica counts might help avoid consensus problems
