Improve error reporting around unavailable Red Hat services in the marketplace
2. What is the nature and description of the request?

When the operator catalogs are not available due to outages in Red Hat infrastructure currently the marketplace pods fail to come up. As there is no intervention possible from the customer end as this is out of their control an improved error handling would be good that captures those situations and logs errors instead of failing the pods during startup.
3. Why does the customer need this? (List the business requirements here)

https://access.redhat.com/solutions/7069487 describes the problem could be related to incident with Red Hat's publicly available services and thus there is close to nothing a cluster admin on the customer end can do on this issue. Hence they are asking if there could be better error handling from the marketplace pods if they fail to reach Red Hat instead of failing the pods and in the end run into KubePodNotReady.
