Openshift installer to allow adding proxy details

2. What is the nature and description of the request?

Currently, openshift-installer does not provide any option to add proxy details while running create cluster command and/or generate install-config command.

The current way is to generate a install-config and then manually edit the install-config file as mentioned in installation documentation.

3. Why does the customer need this? (List the business requirements here)

• This will automate the installation process and reduce manual interventions.
