Need to add "fcoe-utils" package in RHCOS

2. What is the nature and description of the request?

Customer is looking for a way to enable fcoe.service on OpenShift Cluster. Customer wants to check luns  as additional disks managed by ODF as local disks.

We have found a way to enable NCoE utilities on RHEL machines [1] but on CoreOS, we need fcoe-utils and lldpad to create fcoe conf file for starting fcoe & lldpad services.
I checked in my test environment, but I did not find any packages related to it.

Package Request for Fedora CoreOs is already created [2].
