 Capturing packets needed to be integrated in the console

At this moment, capturing packets is provided by Network Observability CLI (oc netobserv) as a Technology Preview feature only. But the customer request to integrate that into Network Observability Operator (NOO) to capture packets using Console (Web UI) !

The customer need this, to centralize/facilitate forensics for the security team, and to reduce using oc client with privileged access...
