Expose image tags as metrics

My customer would like to have the list of tags exposed bye the Image Registry.
3. Why does the customer need this? (List the business requirements here)

They have thousands of images. They get the list of tags in the internal registry and compare it with the ones in Quay, so that they can delete from Quay the ones being unused.

The problem is that every time they query the tags with 'oc get itag' command, it takes around 40 minutes to get the response, adding pressure to the API. If the itags are exposed as a metric, this issue would be alleviated.
