1. There should be a function to list dormant or inactive users in an OCP cluster
2. This is required as per compliance requirement. Regulators require report of inactive users.
3. User wants to fetch the list of inactive users present in the cluster. For example if some users haven't logged in to the cluster for more than 90 days, then we can fetch the list of those users.
