Alert rules for unassigned Egress IPs

2. What is the nature and description of the request?

With OpenShift Container Platform 4.13 we introduced multiple new metrics for monitoring Egress IPs such as "ovnkube_clustermanager_egress_ips_node_unreachable_total" (see SDN-3514 and similar).

At the moment, unassigned Egress IPs can be seen in the cluster via the Insights Operator ("The cluster drops outgoing traffic from a project when its egress IP address is not assigned to any node"). However there is currently no alert for this.

This RFE requests that there is an OpenShift Container Platform alert for unassigned Egress IPs so this status can be detected by cluster administrators.

3. Why does the customer need this? (List the business requirements here)

At the moment there is no alerting for unassigned Egress IPs apart from the Insights Rule that detects this. This leads to outgoing traffic being dropped, which has an operational impact for customers. Having the alert improves Egress IP reliability.
