Support Selenium Grid Scaler for the Custom Metrics Autoscaler

Custom Metrics Autoscaler to add support for using the Selenium Grid  Scalar.

3. Why does the customer need this? (List the business requirements here)

Customer is looking for a holistic solution to scale their various applications. Supporting Selenium Grid  with CMA helps support that goal.
