Create a new role with monitoring-view permissions at namespace level
2. What is the nature and description of the request?

The namespace admins do not have the observe view in the OCP Console. The only option is to enable the `namespace-monitoring-view` which grants that permission but cluster-wide. There should be a role to allow checking the dashboards with namespace granularity.
3. Why does the customer need this? (List the business requirements here)

Namespace administrators do not have the observe tab. They need to move to "Developer" view, but that is not their work view. The view that the dev have should also be added to namespace admins.
