Support for EUS-to-EUS+2 upgrade in Image-based upgrade

2. What is the nature and description of the request?

The Image-based upgrade currently supports up to EUS-to-EUS upgrade. Starting in OCP 4.14, the additional EUS Term 2 enables customers to remain with the same EUS version for a total of 3 years.

The scope of this request is to support a direct upgrade path to the second subsequent EUS version (EUS-to-EUS+2) in Image-based upgrade. For example, a customer should be able to upgrade from 4.16 to 4.20 directly.

The EUS-to-EUS+2 upgrade should be supported on all topologies which are supported in Image-based upgrade, starting from 4.16.

3. Why does the customer need this? (List the business requirements here)

The EUS-to-EUS+2 upgrade path will allow telco partners to leverage the EUS Term 2 support extension.
