What is the nature and description of the request?

Cert-manger needs some performance tuning in bigger environments where are hundreds of certificates issued. Ther are some corner cases like Disaster recovery in which the cert manger needs to issue a high number of certifcates at ones. Options like

• --max-concurrent-challenges
• --concurrent-workers
• --kube-api-qps
• --kube-api-burst

are required, but additional parameters should be evaluated if those can improve the performance of cert-manager in corner cases.

Speed up the certificate issue process in case of a rapid renew/creation of certificates
