include the prometheus-smartctl-exporter when doing baremetal installs

customers should be getting alerted about pre-fail/wornout SSDs etc. This becomes even more critical when customers are running ODF.

This is a very typically monitored subsystem when running large numbers of servers, the  easy to implement this should be as it is already available as part of the Prometheus community charts. however the pormetheus rules need a little work. but it gives the customer a good base to build there own alerts.
