Generating an image manifest from a catalog

2. What is the nature and description of the request?

Generating an image manifest from a catalog that also supports sqlite catalogs. 

3. Why does the customer need this? (List the business requirements here)

Customer is currently using oc adm mirror to create a dry run manifest mapping of the catalog for gathering a list of image mirroring. Customer needs a way to take the newly created catalog from OCM and generate an image mapping using the digest pinning like oc adm mirror does today. Support for sqlite catalogs is being requested to ensure control over certain vendor's usage of outdated catalog formats.
