Catalog filtering based on Channel/MinVerson criteria.

| The ability to take an existing upstream catalog and filter that catalog based on Channel/MinVerson criteria. This means that my new catalog should only have the minimum operator version defined, as well as any versions required for the cluster to upgrade to the latest version as defined in the channel. |

Customer is looking to minimize their registry footprint by limiting the number of operator versions pulled into their local artifactory.
