      1. Proposed title of this feature request

Custom router default idle timeout in Azure
      2. What is the nature and description of the request?

Patch the service router-default to override with a custom value the idle-timeout from 4min, in a persistent manner.

Currently in AKS, this is fully supported by using the service annotation   "service.beta.kubernetes.io/azure-load-balancer-tcp-idle-timeout".

But in OpenShift the Cluster Operator does not allow it and overrides it.

      3. Why does the customer need this? (List the business requirements here)
      4. List any affected packages or components.
