      Support Gatekeeper without ACM

      2. What is the nature and description of the request?

      We have a partner who'd like to use some of Gatekeeper's features in their design. However, we currently only support Gatekeeper together with ACM, and this partner does not want to impose the need for an ACM license on end users.

      3. Why does the customer need this? (List the business requirements here)

      Gatekeeper is needed to inject some annotations into pods when they are created. Given that gatekeeper is pretty small, it would be nice to ship it with the standard OpenShift licenses. We are currently in a spot where it makes sense to have Gatekeeper for the injection of annotations (and it would make our own reference solution design simpler), but we can't justify the extra ACM license only for Gatekeeper.
