[Debugging] ovnkube-trace improvements: Implement pod to service debugging with network policies

2. What is the nature and description of the request?

ovnkube-trace does not report accurate information when testing pod to service communication and network policies are in place.

3. Why does the customer need this? 

In order to simulate or help debugging OVS flows when Network Policies are in use.
