1. Proposed title of this feature request

Provide customers with a workaround to allow duplicate HTTP headers in HAPROXY v4.6

2. What is the nature and description of the request?

RHOCP 4.14 has implemented HAproxy v.4.6 which impacted HTTP access to customer workloads. Even though the change is necessary it has impacted multiple application that were not updated timely. https://datatracker.ietf.org/doc/html/rfc7230#section-3.2

3. Why does the customer need this? (List the business requirements here)

unadvised, application breaking security changes to the platform cannot happen and it's unrealistic to expect clients to remediate the issue (if at all possible). We still don't know the full ramifications of what apps and the support lifecycle of our clients apps if this is resolvable by our clients.

There MUST be some sort of route annotation to allow the traffic to proceed.
