ARM support for Custom Metrics Autoscaler

2. What is the nature and description of the request?
OpenShift Container Platform 4 is supported on ARM architecture either as multi-architecture deployment or ARM only and therefore components, such as Custom Metrics Autoscaler need to support multi-architecture and ARM only deployments to support customers moving to this architecture.

3. Why does the customer need this? (List the business requirements here)
ARM architecture is about 20% cheaper and requiring less power to operate, making it interesting to reduce total cost of usage and with regards to sustainability (less power consumption).

Enterprise customers are more and more moving towards ARM and hence require all components from OpenShift Container Platform to support ARM architecture.
