      Provide a mechanism or process to update iface names when upgrading from RHEL8 to RHEL9-based CoreOS and for general cases

      2. What is the nature and description of the request?
      After upgrading a cluster from 4.12 (RHCOS based on RHEL 8) to 4.14 (based on RHEL 9), the old iface naming scheme is still in place. When new nodes are added, they will have a new iface naming scheme. Additionally, new clusters will have only the new naming. This results in inconsistencies across the environment, making management significantly harder as standards/automation/processes will need to introduce more logic and the resulting configurations will not match. The customer would like a way to update the naming scheme at/around the time the upgrade takes place, ensuring that all ifaces cluster-wide are using the same scheme. This does not have to be automatic as part of the upgrade, but they need some way to accomplish it.

      3. Why does the customer need this? (List the business requirements here)
      Having an environment with a mix of iface naming will add risk and additional work in managing their clusters. It will also increase the difficulty of support if their clusters are not uniform.
