1. Proposed title of this feature request:
Feature for add remote cluster from ArgoCD UI

2. What is the nature and description of the request?
Currently, We need to manually create the secret for adding the remote cluster to ArgoCD. So if we can add a new feature for adding a new remote cluster from UI that would be more user friendly. As far as I remember it was there in old versions but not sure. 
3. Why does the customer need this? (List the business requirements here): No customer case
4. List any affected packages or components: ArgoCD Server
