Proposed title of this feature request 

• Prevent rollback to SDN at the time of SDN to OVNk migration by CNO 

What is the nature and description of the request?

• RFE, it is important to have a precheck and preventive measure in order to avoid the mess(OVN and SDN components) in the cluster. 

Why does the customer need this? (List the business requirements here)

• Customer did a rollback in between SDN-OVNK migration process.
• This will prevent their cluster to having bad state where cluster is very hard to recover, one of case we have recovered the cluster, but not sure if this flow works everytime as this is never tested by us.
• Added the trobleshooting steps in the KCS.
