Support using secret for OpenTelemetryCollector config

2. What is the nature and description of the request?
Support using a kubernetes secret for the OpenTelemetryCollector configuration.  An endpoint that the customer is using for my otlphttp exporter requires a bearer token to be passed in the header.  It would be ideal to store the entire configuration as a secret, since the config now contains secrets.

3. Why does the customer need this? (List the business requirements here)
This would help the customer with utilizing GitOps.
