oc-mirror --check to allow customer to verify that a mirroring was done properly and that all the chunks are available.

My client is facing issues when mirroring an operator for example, sometimes some chunks are missing in their mirror so they wanted to be able to perform a check using oc-mirror to verify the integrity of their mirroring.

To avoid errors during their builds using failed mirrors.
