1. Proposed title of this feature request

Installing multi-architecture clusters from scratch.

2. What is the nature and description of the request?
OpenShift does not support Multi Arch Installs , just multi-architecture implementations are possible when a single-architecture cluster has been created previously.

Customer would like to be able to simply create install-config.yaml with multi-arch possibility without creating a single-architecture cluster and then, move to a multi-arch.

3. Why does the customer need this? (List the business requirements here)

Optimize resources and times for cluster installation and configuration.
