Ability to create Azure Policy exemptions on the ARO managed resource group 

2. What is the nature and description of the request?

A customer has expressed interest in the ability to create Azure Policy exemptions on policies they have applied at subscription level. At the moment, there is a Deny Assignment applied on the ARO managed resource groups and Azure Policy exemptions cannot be created by customers.

3. Why does the customer need this? (List the business requirements here)

As mentioned before, the customer would like to have the ability to create Azure Policy exemptions on policies they have applied at subscription level.
