Allow Route Annotation on operator created routes

----> Support of ip_whitelist Route Annotation on Operator-Managed Routes

2. What is the nature and description of the request?

----> To support and provide access restrictions to routes that are exposed by operators.

3. Why does the customer need this? (List the business requirements here)

----> We would like to restrict specific user personas from accessing certain routes, such as the openshift-console route from certain network segregations within the environment

4. List any affected packages or components.

----> Any general route which are managed by operator and would like to allow add the ip_whitelisting annotation.
