Pluggable Evacuation API

2. What is the nature and description of the request?

Allow CNV to implement a two step eviction process:
1. Tell VMs to evict
2. Wait for the VMs to be evicted - allow this process to fail

3. Why does the customer need this? (List the business requirements here)

The existing eviction API is problematic for VMs.
The eviction API is expeciting a workload to be almost immediately be gone (in the timeframe of terminationGraccePeriod).
However, for VMs we a) need a while to finalize a migration and sometimes (rarely) a migration fails, and the eviction fails.
