1. Proposed title of this feature request
   Add a safety check mechanism in OVN in order to counter identical Chassis-ID 

2. What is the nature and description of the request?

   - When a node is created from the cloned disk, intentionally or by accidentally, we must have a check of Chassis-ID and if it matches, it must print logs in ovn-master/ovnkube-node.

 
3. Why does the customer need this? (List the business requirements here) 
     - This will improve the logging and overall make our ovn-k8s product robust and better.
