      1. Proposed title of this feature request:
Support NTLM with GIT_HTTP_PROXY_AUTHMETHOD in repo-server
      2. What is the nature and description of the request?
GitOps does not use HTTPS_PROXY and HTTP_PROXY when it contains a username/password.  By using GIT_HTTP_PROXY_AUTHMETHOD in repo-server we can connect but need to use basic auth only.
      3. Why does the customer need this? (List the business requirements here)

Recently our Proxy team has enforced a policy whereby they are no longer allowing basic authentication against the proxy.
      4. List any affected packages or components.
      GitOps repo-server
