MachinePool Reconciliation

2. What is the nature and description of the request?

in Rosa - adding or removing taints/labels on a machinepool does not affect current nodes. 

adding and removing taints/labels from nodes is blocked by webhooks. and requires:

scaling the machinepool to 0 and then back up. 

or

creating a new machinepool with the required taints/labels, and scaling old one down

or

SRE team will have to remove the taints/labels from each node manually

3. Why does the customer need this? (List the business requirements here)

adding/removing labels or taints to a current machinepool requires manual intervention.
