[ABI] Allow to skipping the validation checks Ex: Connectivity check with ARP
2. What is the nature and description of the request?

The agent based installer uses the connectivity checks which fails at times when there is hardening or security measures done to secure environments. Ex. Broadcasting the MAC for arpings sometimes results to MAC which is of switch and not of the actual node where the arping was done.

Assisted installer works on these kind of networks.

At time configs like Proxy ARP fail the installs.

There are a few customer in disconnected environment who use more secured network.
