Provide a way to scale down download deployment as part of console-operator

2. What is the nature and description of the request?

As of now the image which is used for downloads container have all the cli tooling binary for different platform which makes that image quite big (~2.2GB when uncompressed). For OpenShift Local where disk space is really critical it seems like unnecessary space. Right now as part of capability we can disable the console all together but there is no way to just have the console pod but not the download pod.
