Add the capability to create Quay resources declaratively through CRDs

2. What is the nature and description of the request?

It would be a nice addition to the Quay operator to add the option to create all the Quay resources with CRDs. This would add the possibility to declare the different resources, so that they can be replicated or deployed with ArgoCD. The resources that could be covered: 

• Organizations
• Repositories
• Groups/Users
• Robot accounts
• Applications

3. Why does the customer need this? (List the business requirements here)

This would allow for an easy and declarative configuration, and also permit the Quay configuration management through ArgoCD.
