Improve 'oc adm reboot-machine-config-pool' command to support custom MCPs

2. What is the nature and description of the request?

Sometimes, customers may need to reboot all nodes belonging to an MCP. Currently, oc adm reboot-machine-config-pool only supports master and worker MCPs. Worker option will reboot all worker and custom MCP nodes.

3. Why does the customer need this? (List the business requirements here)

The customers may need to reboot just worker nodes, or some custom pools, but not all. For example, there may be a need to reboot worker nodes but not infra nodes.
