Allow configuration of Hosted Control Plane component replicas

2. What is the nature and description of the request?

Allow specification of more than 3 replicas for control plane components, particularly etcd, in the HostedCluster configuration

3. Why does the customer need this? (List the business requirements here)

A customer would like to deploy more than three etcd replicas for an HCP cluster running on top of a 4 or 5 node all-in-one management cluster. They would like to match the management cluster topology while using local storage to ensure that in the event of a failure domain outage there are sufficient replicas for recovery.
