1. Proposed title of this feature request

oc  adm create-bootstrap-project-template should create a more complete template with common options - limits, quotas, etc. - prepopulated for users to modify.

2. What is the nature and description of the request?

The project bootstrap template is very bare and leaves finding options for admins difficult.  A default set of parameters should be included for the administrator.

For example, the mysql-server RPM used to include sample my.cnf conf files in /usr/share/docs/ for various MySQL deployments.  The same should be generated when using 'create-bootstrap-project-template.

3. Why does the customer need this? (List the business requirements here)

Configuring project template should be easier than it currently is.
