Deploy Quay and Clair databases as StatefulSets

This feature was requested by a customer

All databases(such as PostgreSQL) are examples of stateful applications, the best practice to deploy such kind of workloads on OCP/K8s environment is by using a StatefulSet object. Right now Quay/Clair databases are deployed using a standard Deployment object.
