Enable systemd-pstore by default on RHEL CoreOS

      Enable systemd-pstore by default on RHEL CoreOS
      2. What is the nature and description of the request?

      On RHOCP pstore on RHEL CoreOS is not enabled by default. If there is any issue in the Kernel that ends in the system hanging there is no way to investigate this issue if dmesg are lost due to the reboot. pstore as well as kdump is disabled which it is by default.
      Please make pstore on CoreOS enabled by default for deeper investigations on CoreOS issues.
      3. Why does the customer need this? (List the business requirements here)

      Currently whenever a node suffers from an issue and a reboot is required to bring the node back up we don't have any data to investigate this issue. Instead we need to enable kdump and or pstore and wait for another instance of the problem which is really a pain.
