1. Proposed title of this feature request
The ability for High Quota warning be able to be sent via email, Slack webhooks, etc. 

2. What is the nature and description of the request?
Have “High Quota” warnings (e.g. 75%, 80% utilized and projected to fill within “X” days)
be able to be sent as notifications via email, Slack webhooks, etc. My customer would like to be able to do this at an organizational level. 

Currently, these notifications only come to the UI.

3. Why does the customer need this? (List the business requirements here)
To be able to alert their customers when they are filling their quota.
