Enable kdump by default on RHEL CoreOS
2. What is the nature and description of the request?

On RHOCP kdump on RHEL CoreOS is not enabled by default. If there is any issue in the OS that ends in the system hanging there is no way to investigate this issue if kdump is disabled which it is by default.
Please make kdump on CoreOS enabled by default for deeper investigations on CoreOS.
3. Why does the customer need this? (List the business requirements here)

Currently whenever a node suffers from an issue and a reboot is required to bring the node back up we don't have any data to investigate this issue. Instead we need to enable kdump and wait for another instance of the problem which is really a pain.
