Exclude namespace from cluster wide default scheduling

The ability to configure an exclusion list of namespaces for the cluster wide scheduler configuration. https://docs.openshift.com/container-platform/4.10/nodes/scheduling/nodes-scheduler-about.html 
3. Why does the customer need this? (List the business requirements here)
SRE requires this to ensure that pods they are responsible for can be scheduled accordingly. When customers configure this, they can break the platform components.
