1. Proposed title of this feature request

Minimal ISO support for any platform for OCP 4.14.z

2. What is the nature and description of the request?

To support minimal ISO on OCP 4.14.z , which is currently planned to be supported on OCP 4.16 via an Epic. 

3. Why does the customer need this? (List the business requirements here)

This feature is needed to efficiently deploy a large number of clusters through IPMI.  They needs meet the scenarios of the Epic.
